The Great Parliament

The Great Parliament is a legendary spell card from the Eternal card game. It has joint affinity to the Time and Justice factions.

Why the name? It's called The Great Parliament because the collective noun for owls is 'parliament' - presumably because they're traditionally supposed to be wise.

What Does The Great Parliament Do?

When you play this card you immediately play a number of Owl tokens. Each owl has attack stats of 4/4 and the Flying skill. How many you get depends on your current maximum power, you get one token per 4 maximum power. So seven max power gives you two Owls, eight max power gives you three.

It sounds good, but the owls aren't particularly strong. To make it worthwhile you really need at least 12 max power, preferably 16 - which means you're probably into the end game. By then your opponent is likely to have units that make your owls look like sparrows.

Overall I think this card is seriously underpowered for a two faction legendary; I've never actually seen anyone play it. The only way I can imagine it working is in a power ramp deck alongside a card like A New Tomorrow.
