What Does Backlash Do?
Backlash is played in response to en enemy spell. The spell is cancelled and the enemy takes two points of damage to their main character.
This is a fast spell which means that you can use it during your opponent's turn if they cast a spell. Of course you can also use it during your own turn in response to a fast spell cast by your opponent. When several spells and counter-spells are cast in the same game phase it can be rather tricky working out exactly what happens when (or even why), especially if there other effects such as Aegis and Entomb to take into account! Personally I don't worry about it too much and just go with the flow.
The two points of damage to the enemy character sounds fairly trivial but can be useful. It will remove an Aegis and make the enemy vulnerable to a more powerful spell. Alternately it might be enough to finish off their relic weapon. So there might be times when you want to play Backlash on a minor enemy spell just for the 2 points of character damage.
